The former Huddersfield man told BBC Radio Lancashire: "There's just a positivity about the place.
"Morecambe did really well last season to make the play-offs and with the move to a new stadium it just seemed like the right move for me."
Scott left Bury after a six-year stay at Gigg Lane which saw him make 233 appearances for the Shakers.
"I saw the manager Alan Knill at the end of the season and we came to the agreement that it was probably best to part ways," added Scott.
"I had maybe been there too long. Six years is a long time in football but I had good times there. I am looking forward to a new challenge.
"I feel midfield is my best position. I haven't played there for a year or so now I've been playing right-back for Bury but I am happy to play anywhere."
